Washington County Family Court Center

Washington County Courthouse was constructed in 1900 in the City of Washington, 30 miles south of Pittsburgh. In 1980, the county approached Glance + Associates to restore the exterior building envelope of this Historic Landmark building. The work included masonry restoration and a new clay tile roof. Twenty years later, we were asked to return to evaluate the possibility of converting the jail into a Family Court Center. The Center was to include new courtrooms and office space. Given the dissimilarities of the existing and new functions of the building, we proposed that the jail’s interior be gutted, leaving only the building shell. This would allow us the maximum flexibility to create a 21st Century building within a 19th Century shell. We designed new interior partitions, floor slabs, vertical circulation, and Mechanical, Plumbing, and Electric systems. Our biggest challenges were associated with the interface of historic shell’s fenestration patterns and new interior partitions. This was resolved by careful coordination with the construction team during construction. We were also asked to design a new entry pavilion that connected the adjacent historic courthouse (also, one of our restoration projects) with the Center. The entry pavilion and connector are constructed in a light steel frame and glass structure that contrast with the load bearing masonry of the adjacent Courthouse and Center, giving a visual indication of the contemporary modifications found on the interior.
